Chairman

Dr. Hopeton Dunn is a communications scholar, researcher and policy analyst. He is director of the Telecommunications Policy and Management Programme (TPM) at the Mona School of Business, University of the West Indies.

Currently, Dr. Dunn is Secretary General of the International Association for Media and Communication research (IAMCR), which is the largest global association of research scholars in media, communication and development.

Elaine Foster-Allen, M.Phil, B.ED Elaine Foster-Allen, M.Phil, B.ED

Finance and Administration Committee Chairperson

Elaine Foster-Allen is an educator for more than 30 years. She was recently appointed chief inspector of the National Education Inspectorate and seconded to the Ministry of Education from her position as principal of Shortwood Teachers’ College. She has worked as an education officer, education consultant, principal of secondary institutions in Jamaica and the United Kingdom and served on the 2004 Task Force on Educational Reform.

 

 

Rosemarie Vernon, C.D., M.Sc., B.A., Cert. Ed. Rosemarie Vernon, C.D., M.Sc., B.A., Cert. Ed.

Monitoring and Compliance Committee Chairperson

Mrs. Vernon is a career educator with over 30 years experience in the field of education. She worked as a teacher for 27 years before her appointment as principal of Alpha Primary School. Mrs. Vernon is a Past President of the Jamaica Teachers’ Association (JTA) and currently one of its Trustees.� She is the Chair of Jamaica Foundation for Lifelong Learning, a member of the Board of Studies of the University Council of Jamaica, Chairman of the Kingston and St. Andrew Appeals Committee of the Programme for Advancement through Health and Education (PATH), and the National Committee for the Governor General's Achievement Award Scheme.

 

 

Claude Robinson, O.D., B.J., B. A. (Hons.) Claude Robinson, O.D., B.J., B. A. (Hons.)

Media Policy and Legislation Committee Chairman

Mr. Robinson, until recently was Senior Fellow in Media and Public Policy and lecturer in Communication Skills for Managers at the Mona School of Business, University of the West Indies, and lecturer at the Caribbean Institute for Media and Communication (CARIMAC). He continues to lecture and to work as a consultant for media and communications. He also writes a weekly column on media policy in the Caribbean for the Jamaica Observer. Mr. Robinson has had wide experience nationally and internationally as a journalist, media manager, communications specialist and journalism educator. He was Director General of the Jamaica Broadcasting (JBC) from 1990 until its privatisation in 1997.

 

 

Mrs. Hyacinth Lindsay, LL.B., Q.C Mrs. Hyacinth Lindsay, LL.B., Q.C

Legislative and Policy Committee member

Mrs. Hyacinth Lindsay is a distinguished attorney-at-law. She served as Chief Parliamentary Counsel for sixteen years, up until her recent retirement. She was Chairperson of the CARICOM Committee of Regional Chief Parliamentary Counsel for the Harmonisation of Laws relating to the Revised Treaty of Chaguaramas. She currently serves as an elected member of the Inter-American Judicial Committee

 

 

Neville James, B.A. Dip. Public Admin Neville James, B.A. Dip. Public Admin

Monitoring and Compliance Committee member

Neville James is a communications consultant with broad experience in broadcasting and journalism. He established Island Broadcasting Services Limited, the operator of KLAS FM and is a former Chairman of the Media Association of Jamaica. Outside of media, he has served in leadership positions at the Private Sector Organisation of Jamaica.

 

 

Elaine Wallace, Ph.D., M.B.A. Elaine Wallace, Ph.D., M.B.A.

Legislative and Policy Committee Member

Dr. Elaine Wallace has extensive experience in the area of communication, inclusive of information and communication technology (ICT) policy development and analysis. She has served as a consultant for the ICT sector.

Dr. Wallace is currently Special Assistant in the Office of the Deputy President at the University of Technology, Jamaica which is responsible for academic affairs and quality assurance. Before assuming this position she was lecturer at the institution and is a former Director of the Information Division in the Office of the Prime Minister.

 

 

Rev. Canon Peter Mullings, O.D., J.P., B.A.Th. Rev. Canon Peter Mullings, O.D., J.P., B.A.Th.

Monitoring and Compliance Committee member

Rev. Canon Mullings is Dean of the Ecclesiastical Parish of St. Andrew and Rector of Church of the Ascension. He is a member of the Guidance Counsellors Association and Association of School Chaplins.
