Responsibilities of Subscriber Television (STV) Licensees
Apart from the requirement to be licensed, operators of STV systems have legal responsibilities relating to the provision of service, which
are summarised as follows:
- Abide by laws governing program content
- Only carrying material, including music, for which permission of the rights holder or owner of the material has been received
- Providing at least ten different channels, two of which should be national broadcasting stations and one of which should be a national public service and educational channel
- Supplying written information to customers regarding the terms and conditions of service, including all fees and charges; changes in programming, and information on how to register complaints
- Properly identifying workers, service vehicles, and cables
- Providing service to any person within the zone(s) who wants the service, and is willing to pay for it
- Providing service within six months of the receipt of a licence, unless this deadline is extended by the Minister of Information
- Scrambling adult programming and restricting broadcast of such material to 11:00 p.m. and 4:00 a.m.
- Providing service only within the zones specified in the licence
- Securing permission for the use of utility poles and other property not owned by operator but considered necessary for the provision of the service
